
Introduction – The main objective of this project is to enable Myanmar to fulfill its commitments and obligations as required by Articles 4.1 and 12.1 of the UN Framework Convention on Climate Change (UNFCCC) by preparing and reporting its Initial National Communication (INC) based on the recommended Guidelines for the preparation of National Communications from non-Annex I Parties to the UNFCCC adopted at COP 8 (decision 17/CP.8) in 2002 and the format recommended by the Operational Procedures for the Expedited Financing of National Communications from non-Annex I Parties provided by the GEF in 2003. Through the process, Myanmar, as a least-developed country, will gradually build its institutional, scientific, technical, informational and human capacity at all levels as highlighted in Decision 2/CP.7 of the COP 7, so as to facilitate the country’s effective implementation of the Convention in a sustainable manner.
Majority of the non-Annex I Parties have prepared and submitted their Initial National Communication (INC) based on the recommended guidelines adopted at COP 2 and funded by the Global Environment Facility (GEF). Myanmar has accessed funding from GEF for the preparation of its INC only now. The project document was signed on 26th December 2006 and implementation was initiated on January 2008.
